PRIORITIES

Wanda Blackwell is committed to bringing a fresh perspective and a strong, steady voice to the Stafford County School Board, representing the Garrisonville District with integrity and purpose.

Her vision is grounded in the belief that every student deserves a stable, supportive, and equitable education. Wanda will work to stop disruptive redistricting, retain quality teachers, and ensure that decisions always put students first.

With a sharp focus on fiscal responsibility, she will advocate for smarter spending, prioritizing classroom resources and student services over excessive administrative costs. Wanda is also deeply committed to transparency and open communication, making sure families are heard, informed, and valued in every step of the decision-making process.

 

Through collaboration, accountability, and bold action, Wanda aims to lead in a way that reflects the voices of the community and brings meaningful, positive change.

REDISTRICTING

Stability matters. I will fight to stop constant redistricting and push to retain quality teachers in Stafford for our students’ success.

RESPONSIBILITY

I will work with others to ensure taxpayer dollars are spent wisely, prioritizing student services over excessive administrative costs.

I believe in open, honest communication. Families deserve timely answers and actions that reflect the voices of the community.

Meet Wanda Blackwell, a veteran with 21.5 years of service in the U.S. Army; retiring as an E-8/42A-Human Resource Specialist. Her two plus decades as a Soldier afforded Wanda opportunities to specialize and receive training in diverse areas of personnel management, to include leadership, equal opportunity (trained at the Defense Equal Opportunity Management Institute), conflict resolution, mediation, and training and development. In 2006, Wanda retired from the military and made Stafford her home. In 2025, she retired from the federal government as a Supervisory Program Management Specialist.


Wanda received a Master of Public Administration, with a concentration in Criminal Justice, from Troy University while serving in the Army. Shortly after retirement, she received a Master of Science in Organization and Management, with a concentration in General Business, from Capella University.


She has served as an adjunct facilitator at Central Texas College (Camp Casey (2nd ID) Annex), South Korea.  Wanda has also been a weekly life-skills facilitator with Rappahannock Regional Jail for a number of years, only to be disrupted by the pandemic.


Wanda's volunteer roles with an impact on children is extensive. Among the many positions, she has been a Virginia Court Appointed Special Advocate; library story-teller (awarded the Military Outstanding Volunteer Service Medal); Brownie Troop-leader, and church dance leader. Wanda was also both 1st and 2nd vice-president with the Stafford County Branch of the NAACP, which enabled her to stress the importance of community service and voting while working with the members of the youth branch of the NAACP. Last, but certainly not least, she was also elected as a regional leader on the Virginia State Conference of the NAACP.  Wanda currently serves as a team lead for the children’s ministry at her home church.


Wanda has one daughter who attended Stafford’s Rodney Thompson MS and graduated from North Stafford HS, as well as Virginia State University. She also has a seven-year-old granddaughter and a two-year-old grandson. When not spending time with her family, Wanda is either running (completing multiple long-distance races a year), or writing. She is a self-published author.; four of her six books are written for children.


Wanda has served on the Stafford County Telecommunication Commission since 2021.
